Officers except Mr. Hallifax. He has twice acted as

Assistant Colonial Secretary for periods aggregating about

15 months and has given the Colonial Secretary every

satisfaction in this capacity. His good work in connection

with the land settlement in the New Territories has on

several occasions been brought to the notice of Your Lord-

-ship's predecessors. I look upon him as an exceptionally

gifted Officer and as specially qualified for the post for

which, after a full consideration of the claims of coher

Officers, I now recommend him.
